City investigating concerns raised over historic south end development charges

Relates to sewer and other development fees as far back as 1977

City staff is looking into questions from residents surrounding concerns about development charges surrounding development in the Lowes Road and Dawn Avenue area of the city.

Several councillors and the city have been contacted by members of the public regarding concerns that local improvement fees associated with development in that area that they allege were paid to the city by some developers, but not by others.

City CAO Derrick Thomson told council at Monday night's meeting that staff is looking into the issue but that it is taking some time because some of the questions relate to development that took place in the 1970s.

"The matter this relates to is the installation of water mains dating back to 1977 and sewers in 2002," Thomson said.

"There were also lot severances dating back to 2004 where owners, as part of their severance agreements, paid charges related to frontage and connections to sewers."

Staff have been investigating this issue and will be coming back to council in February with a full report on the matter, Thomson said.

"I'm sure you can appreciate that locating documents dating back as far as 1977 and 2002 is taking us some time," he said.

Council did not ask any questions about the matter following Thomson's update.
