The interest and penalty waiver period for property taxes, rates and user fees will end on Aug. 1.

City council approved the move at its special COVID update meeting on Wednesday.

“As the city moves towards recovery, and business gradually returns to a normalized state, revenue collection and management of outstanding accounts receivable is important to address the city’s mounting costs,” the city said in a follow-up press release.

The city still projects an operating deficit of between $4 and $8 million because of COVID-19.

That doesn’t include costs associated with Stage 2 and Stage 3 reopenings.

“Make no mistake … we have not overcome this COVID pandemic yet and we still have a long road to recovery,” Mayor Cam Guthrie said at the meeting, the fourth special update meeting held since the pandemic began.

City council begins planning the 2021 budget in earnest at a council workshop on July 27.

The city voted to award $125,000 to Innovation Guelph and $175,000 to the Business Centre Guelph-Wellington to aid in their assisting businesses during recovery.

Council also heard that the city continues to look for a new home for the COVID Testing Clinic so that it can start to use the Victoria Recreation Centre for its intended use again.

The fencing around the Market Square splash pad should be coming down, the Guelph Museum will be opening with limited capacity and the indoor area of the Guelph Farmers’ Market will reopen in some form later this summer.
