Guelph Police are asking the public to avoid the area of Watson Parkway and Dunlop Drive, including trails at the former correctional centre property.
In a tweet the service said police and fire were investigating a possible chemical spill in the area.
As of 11:45 on Tuesday, police had blocked the York Road entrance to the correctional centre property.
