Man suffered 'self-inflicted drug overdose' while in police custody, SIU determines

MISSISSAUGA - The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into an incident that occurred in March of 2018 at a courthouse in Guelph.

On March 20, 2018, a 27-year-old man was arrested by Guelph Police Service officers in relation to bail conditions. The following day, the man was transported to the Guelph courthouse located on Wyndham Street, and lodged in a cell. While in the cell, the man ingested a substance that he had on his body. As a result of the man going into medical distress, paramedics transported him to hospital where it was determined that the man had suffered a self-inflicted drug overdose.

Director Loparco said, “The man did not suffer a serious injury, and his admission to hospital resulted from his own actions. As a result, I have terminated the investigation into this incident.”

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must:
    •    consider whether an officer has committed a criminal offence  in connection with the incident under investigation
    •    depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
    •    report the results of any investigations to the Attorney General
