Minto authorized pre-servicing agreement to allow developer to get head start on new subdivision

Pre-servicing agreement permits the installation of on-site infrastructure prior to the final construction drawing approval

MINTO - Residents should expect to see some infrastructure installed at 304 Elora St. S. in Harriston as MEX Development Inc. gets ready for construction and the approval of final construction drawings. 

Council unanimously approved the pre-servicing agreement with MEX Development Inc. at Tuesday’s meeting to permit the installation of the on-site infrastructure prior to the final construction drawing approvals by the town’s engineer. 

MEX Development Inc. has received draft subdivision approval for a 126 lot residential development at 304 Elora St. S. in Harriston. The technical designs within the development are nearing completion as the town’s engineer is currently reviewing the latest submission. 

However, the owner is intending on having phase one of the development, which consists of 57 residential units, ready for sale by summer 2022. 

As such, they have asked council for permission to start installing some of the infrastructure at the site prior to the approval of their final construction drawings through a pre-servicing agreement. 

“Pre-servicing subdivisions is a common practice, which basically occurs when the design of the development is to a point where it won’t change with the outstanding items left to be addressed. It allows the developer to get into the ground and get the infrastructure in to speed up the complete build-up phase,” explained Terry Kuipers, town’s director of building and planning services. 

“We all know that housing is needed and we’re doing everything we possibly can to keep things moving forward.”
