486 city employees made more than $100,000 in 2023

The number of city workers who were paid more than $100,000 grew last year, reaching 486.

That’s up from 437 in 2022 and 408 in 2021. However, none of those figures include Guelph police which will be reported separately.

As outlined in a city staff report released Friday, the highest-paid employees were CAO Scott Stewart, who received $277,079 in wages and another $11,628 in taxable benefits, followed by deputy CAOs Colleen Clack-Bush ($245,252 and $7,811), Trevor Lee ($244,069 and $7,801) and Jayne Holmes ($238,473 and $7,675).

Commonly known as the city’s ‘sunshine list,’ the name and title of all municipal employees who were paid more than $100,000 is publicly released each March. A complete list of all taxpayer funded workers in Ontario who met or surpassed that threshold is expected to be released later in the month.

There were a total of five City of Guelph employees who received more than $200,000 in pay. In addition to the ones noted above is Guelph Public Library CEO Steven Kraft, who received $208,610.

Mayor Cam Guthrie received $155,192 from city taxpayers last year.
