Developer planning updated proposal for Gordon/Stone student housing project

Developer withdrew from planning appeal last week, plans to submit new proposal

The developer behind a plan that previously planned to construct a 250-unit student housing project across from the University of Guelph will soon be bringing forward a new proposal, says a lawyer representing them.

Speaking on behalf the owners of 716 Gordon St., Rise Real Estate Inc, Ira T. Kagan of Kagan Shastri law firm said a new proposal will be presented to the city within the next couple of weeks.

The property is the site of a former hotel on the southeast corner of the Gordon Street and Stone Road intersection. The lot is currently vacant and the previous buildings have all been demolished.

The previous proposal, which involved a four-tower structure reaching up to 11 storeys tall, was to be the subject of an Ontario Planning Tribunal appeal set for next month, but the appeal was withdrawn last week. 

No reason for the withdrawal was provided at the time.

In 2013, the former Ontario Municipal Board (now OLT) ruled in favour of rezoning the property, located on the southeast corner of the intersection of Gordon Street and Stone Road, to allow residential apartments. 

A site plan for development was submitted to the city in 2018, seeking approval for a building with four connected towers – 11 storeys, nine storeys, six storeys and four storeys.

A revised plan was submitted in 2019, with another version given to city officials in November. 

That plan was deemed incomplete by city staff, which was the inspiration for the now-withdrawn appeal.

The vacant former hotel at 716 Gordon St. was demolished last year due to safety concerns raised by Guelph Fire Department.
