A car is stuck on the median separating the lanes on Norfolk Street near Waterloo Avenue on Monday afternoon.
The northbound lane of Norfolk is closed at Waterloo Avenue. The apparent single-vehicle collision is also causing a backup of traffic on the southbound lane.
