Underground discovery drives up cost of new waste station scales

Work to replace weigh scales and kiosks, as well as install two new ones, is underway at the city's Waste Resource Innovation Centre on Dunlop Drive.

The cost of replacing weigh scales and kiosks, in addition to installing two new ones at the city’s Waste Resource Innovation Centre has increased five-fold and is now estimated to reach about $1 million.

“There were some delays related to unforeseen subsurface soil conditions,” said Cameron Walsh, manager of the city’s solid waste division, explaining the discovery of boulders and large rocks led to a re-design of foundations. 

The project was initially anticipated to take about six months to complete, but that’s now doubled, Walsh said. The work is expected to be completed by the end of the year.

“We’ve been talking about it for a while now,” Walsh said, noting pre-planning conversations began in 2018.

“We’re over half way (done),” he said. “We’ve got a little bit to go.”

Walsh explained the extra cost is being covered by savings realized in other capital projects within the solid waste division.

“We are adding two new residential scale decks to allow for better peak traffic flow management in order to minimize lineups while also factoring in growth,” Walsh added via email.
