The Upper Grand District School Board currently has four schools that it considers "underutilized."

Underutilized schools are those with less than 60 per cent capacity or at least 200 unused pupil spaces in the last two years.

Willow Road Public School was also utilized less than 60 per cent in the last two years and also had over 200 unused pupil places.

The report shows that Alma Public School has been utilized less than 60 per cent and will continue to do so for the next five years.

Ross R. McKay Public School in Hillsburgh was also utilized less than 60 per cent in the last two years and is expected to remain that way for a few years.

In the last two years, Norwell District Secondary School had over 200 unused pupil places, however, the board projects that the utilization will not drop below 60 per cent in the next five years.

The UGDSB's Long Term Accommodation Plan lists identifies several possible areas in need of schools in the future: a new northwest Fergus elementary school in Centre Wellington, a new Erin elementary school, two new Clair-Maltby elementary school in south Guelph and a new Shelburne elementary school, a new Grand Valley elementary school in Grand Valley.

The report states that Willow Road Public School will begin accommodating French Immersion students in 2023/24 school year. This is expected to increase enrolment to over 60 per cent utilization in the coming years.
