Wilson Street, Norfolk footbridge closing for parkade construction

The City is building a new parking facility at the site of the Wilson Street parking lot. The new parkade will provide over 400 new parking spaces. Parkade construction is expected to be complete in 2019.

Wilson Street closure and Gordon/Norfolk northbound lane reduction

Starting on Feb. 5, Wilson Street will be closed between Gordon Street and Northumberland Street for the duration of the construction, about 18 months.

There will also be a lane reduction on Norfolk Street between Gordon Street and Macdonell Street and traffic will change as follows:

  • The left-most northbound lane on Gordon Street will become a left-turn lane only (onto Waterloo Avenue)
  • The centre lane will be the through lane on Norfolk Street past Waterloo Avenue
  • The right turn lane from Gordon onto Wilson will be closed and available for short-term parking as signed

The detour for traffic accessing the downtown core is to continue north along Norfolk Street to Macdonell Street.

Pedestrian and cyclist access

The City will close access to the Norfolk Street footbridge beginning Feb. 5. The City previously reported that this access would be maintained, however, the footbridge will be closed at the start of the project to allow for site grading for the new parkade.

People walking will be able to access the ramp to the sidewalk on the west of Norfolk, and can then walk north to Macdonell, or south to Waterloo, to cross Norfolk safely with a traffic signal.

Pedestrian access will be maintained along the east side of Wilson Street between Gordon Street and City Hall.

The recommended detour for people on bikes is via Fountain, Wyndham, and Macdonell Streets. This detour will be signed. People on bikes can also travel in the northbound lane on Norfolk Street. Motorists are reminded to share the road.

Downtown shops, restaurants and businesses are open

All businesses on Wilson and Carden Streets remain open and accessible throughout construction via upper Wilson and Carden Street. Parking is available on downtown streets free of charge for two-hour periods each day; please check on-street parking signs for more information. Additional parking is available in a number of downtown parking lots.

Every effort will be made to maintain access to driveways in the construction area during working hours (7 a.m.–7 p.m.). Construction activities and equipment movement may temporarily impact access to private property and delays should be expected.

Guelph Transit

Guelph Transit route 9, 41 and 99NB will remain on current detours during construction of the parkade. Visit guelphtransit.ca for information about bus stop changes and route detours.

City services

There will be no interruption to any City services during construction. Waste collection will not be affected.
