COUNTY OF WELLINGTON – On Jan. 28, 2021, members of the Dufferin County Ontario Provincial Police (OPP) Major Crime Unit and Wellington County OPP Major Crime Unit with the assistance of the Child Exploitation Unit and OPP Digital Forensics Unit executed a search warrant at a Belwood residence stemming from two unrelated investigations in December of 2020.
As a result of this investigation, police have arrested and charged Frank Kelly, 38-years-old of Belwood with:
- Possession of child pornography,
- Luring a person under 16 years of age by means of telecommunication; and
- Distributing child pornography.
