Four drivers charged with impaired over long weekend

On Aug. 3, 2019 at approximately 2:35 a.m. members of the Wellington County Ontario Provincial Police were conducting a R.I.D.E. Program on the Hanlon Expressway near Wellington Road in the City of Guelph. Police investigated the driver of a grey sedan that entered into the checkpoint.

While speaking with the operator of the vehicle, officers formed the opinion that the driver had alcohol in their body. A roadside screening device test was conducted which resulted in a fail. The driver was arrested and brought to a local OPP Operation Centre for further testing.

As a result of the investigation, Kyle James Smith, 25 years old of Guelph has been charged with operation while impaired - 80 plus contrary to the Criminal Code. A 90-day administrative driver's licence suspension (A.D.L.S.) and seven day vehicle impoundment was initiated as per statute. The accused is scheduled to appear in Guelph Court on Sept. 6, 2019 to answer to the charge.

On Aug. 3, 2019 at approximately 12 a.m. a member of the Wellington County Ontario Provincial Police investigated the driver of a motor vehicle that was weaving within its lane on Wellington Road 109 in the Township of Wellington North.

While speaking with the driver, officers formed the opinion that the operator of the vehicle was under the influence of alcohol.  A roadside screening device test was conducted which resulted in a fail. The driver was arrested and brought to a local OPP operations centre for further testing where they failed to comply with the breath demand and refuse to provide a suitable breath sample.

As a result of the investigation, Scott Brian Minnie, 31 years old of Brampton has been charged with failure of refuse to comply with demand contrary to the Criminal Code. A 90-day administrative driver's licence suspension (A.D.L.S.) and seven day vehicle impoundment was initiated as per statute. The accused is scheduled to appear in Guelph Court on Sept. 6, 2019 to answer to the charge.

On Aug. 5, 2019 members of the Wellington County Ontario Provincial Police were conducting a Reduce Impaired Driving Everywhere (R.I.D.E.) check on the Hanlon Expressway near Paisley Road in the City of Guelph. At approximately 12:40 a.m. a four-door motor vehicle entered the R.I.D.E. checkpoint.

While speaking with the driver, officers formed the opinion that the driver was under the influence of alcohol. A roadside screening device test was conducted which resulted in a fail. The driver was arrested and brought to a local OPP operations centre for further testing.

As a result of the investigation, Andrew Anderson, 31 years old of Guelph has been charged with over 80 plus (mgs of alcohol in 100mL of blood) contrary to the Criminal Code. A 90-day administrative driver's licence suspension (A.D.L.S.) and seven day vehicle impoundment was initiated as per statute. The accused is scheduled to appear in Guelph Court on Sept. 3, 2019 to answer to the charge.

TOWNSHIP OF WOOLWICH - On Aug. 3, 2019 at approximately 11:40 a.m., the Ontario Provincial Police (OPP) received information regarding a possible impaired driver operating a black sedan enroute to Elmira from Palmerston.

Officers located the vehicle on Flamingo Drive in Elmira and while speaking with the driver, determined that their ability to operate a motor vehicle was impaired by alcohol. The driver was arrested and transported to a local OPP Operations Centre for further testing.

Lucille McPhail, 66 years old of Elmira has been charged with impaired operation and impaired operation - 80 plus contrary to the Criminal Code of Canada.

A 90-day administrative driver's licence suspension (A.D.L.S.) and seven-day vehicle impoundment was initiated as per statute. The accused is scheduled to appear in the Ontario Court of Justice - Guelph on Sept. 6, 2019.
