Two charged with fraud charges in unrelated incidents

In December of 2016, the GPS Fraud Unit began an investigation into something that is referred to as a “bust-out” fraud. A “bust-out fraud” occurs on an account that has generally been opened and maintained for some period of time. A perpetrator first makes large deposits, usually of counterfeit cheques, into the account, followed by a fast expenditure of funds via cash withdrawals or purchases of fence-able goods such as jewelry or electronics. It is alleged that a 56-year-old Guelph man used this approach of counterfeit payments and deposits to fraudulently inflate credit on a number of financial accounts which were then drained through cash advances and purchases of re-sellable goods. A number of financial institutions were victims of this fraud and total losses exceed $125,000.

On May 9, 2017 Muhammad Ifran was arrested and charged with five counts of fraud over $5,000 and laundering proceeds of crime. He was later released to appear in court on June 13.
